Abstract
The document announces the effective date of the rules published September 22, 1999, in the Commission's Access Charge Reform proceeding. The Commission revised the rules that govern the provision of certain interstate access services by price cap local exchange carriers. With these revisions, the Commission continues to reform the regulation of interstate access charges to accelerate the development of competition and to ensure that the Commission's regulations do not unduly interfere with the operation of these markets as competition develops.
