## Abstract

By this Report and Order (``Order'') the Commission adopts a plan for non-Government operations in the 36.0-51.4 GHz band by providing separate primary designations for non-Government wireless and fixed-satellite services throughout the band. The Commission's goal is to provide an overall framework for commercial development of this band and to help such development to occur without the technical constraints that result from ubiquitous wireless and satellite services sharing the same spectrum on a co-primary basis. The rules adopted in this Order revise the U.S. Table of Frequency Allocations to accommodate the band plan and to address certain Federal Government operations in the band.
