## Abstract

The Commission grants a petition for rulemaking filed by MPS MEDIA of Scranton License, LLC ("MPS Media"), the licensee of pre- transition station WSBS-DT, DTV channel 31, Scranton, Pennsylvania. MPS Media has been assigned DTV channel 38 for post-transition use and now requests the substitution of its pre-transition DTV channel 31 for post-transition DTV channel 38 at Scranton.
