## Abstract

NMFS issues this final rule to initiate management of spiny dogfish (Squalus acanthias) through implementation of the Spiny Dogfish Fishery Management Plan (FMP) under the Magnuson-Stevens Fishery Conservation and Management Act (Magnuson-Stevens Act). This final rule implements the following measures: A commercial quota; seasonal (semi- annual) allocation of the quota; a prohibition on finning; a framework adjustment process; establishment of a Spiny Dogfish Monitoring Committee; annual FMP review; permit and reporting requirements for commercial vessels, operators, and dealers; and other measures. The intent of this rule is to conserve spiny dogfish in order to acheive optimum yield from the resource.
