## Abstract

NMFS issues this final rule to implement Amendment 5 to the Fishery Management Plan for the Stone Crab Fishery of the Gulf of Mexico (FMP). This rule establishes a temporary moratorium, ending not later than June 30, 1998, on the Federal registration of stone crab vessels. In addition, NMFS changes the regulations that implement the FMP to correct and clarify them, conform them to current agency standards, and enhance enforcement.
