NMFS, on behalf of the International Pacific Halibut Commission (IPHC), publishes regulations governing the Pacific halibut fishery implemented by the IPHC and approved by the Secretary of State. NMFS also approves catch limits for Areas 2A and 2C, approves regulations implementing a catch sharing plan for Area 2A, and repeals three regulations for Area 4. This final rule is intended to enhance the conservation of the Pacific halibut stock and to rebuild and sustain it in the northern Pacific Ocean and Bering Sea.
