NMFS consolidates nine CFR parts into one part that contains general provisions under the Magnuson Fishery Conservation and Management Act (Magnuson Act) as they apply to the operation of Regional Fishery Management Councils (Councils) and the management of foreign and domestic fishing in the U.S. Exclusive Economic Zone (EEZ). The consolidated text is reorganized into a more logical and cohesive order, duplicative and outdated provisions are eliminated, and editorial changes are made for readability, clarity, and uniformity. In addition, the final rule makes several revisions to the regulations applying to the operation of the Councils to codify recent administrative and policy changes. The purpose of this final rule is to make the regulations more concise, better organized and, therefore, easier for the public to use, and to update the regulations to reflect current policies and procedures. This rule also adds a reference to approved collection-of-information requirements under the Paperwork Reduction Act (PRA) and amends references to previously approved collections of information. This final action is part of the President's Regulatory Reinvention Initiative.
