Abstract

NMFS is consolidating six CFR parts governing the marine fisheries of the Northeast region into one new CFR part. The new part contains regulations implementing the fishery management plans (FMPs) for: summer flounder; Atlantic sea scallops; Northeast multispecies; Atlantic surf clams and ocean quahogs; Atlantic mackerel, squid, and butterfish; and Atlantic salmon and implementing management measures for scup. This final rule reorganizes the FMPs' and scup management measures into a more logical and cohesive order, removes duplicative and outdated provisions, and makes technical and editorial changes to improve readability and clarity, to achieve uniformity in regulatory language, and to correct errors in the existing regulations. This final rule also amends references to Paperwork Reduction Act (PRA) information collection requirements to reflect the consolidation. The purpose of this final rule is to make the regulations more concise, better organized, and thereby easier for the public to use. This action is part of the President's Regulatory Reinvention Initiative.
