NMFS issues this rule to implement the approved provisions of Amendment 9 to the Fishery Management Plan (FMP) for the Summer Flounder, Scup, and Black Sea Bass Fisheries. This rule includes the initially disapproved quota measure, that has been revised and resubmitted by the Mid-Atlantic Fishery Management Council (Council). This rule implements management measures for the black sea bass fishery in order to reduce fishing mortality and allow the stock to rebuild.
