NMFS issues this final rule to adopt as final, with minor modifications for clarification purposes, the provisions of the interim final rule implementing Framework Adjustment 20 to the Northeast Multispecies Fishery Management Plan (FMP). The interim final rule implemented several management measures necessary to meet the mortality reduction goals of the FMP. The intent of this action is to address comments submitted in response to the interim final rule. This document also corrects the final rule published on March 3, 1997.
