NMFS issues this final rule to implement certain measures authorized by the Fishery Management Plan for Sharks of the Atlantic Ocean (FMP). These measures: Reduce commercial quotas for large coastal sharks, reduce recreational bag limits; establish a commercial quota for small coastal sharks; prohibit directed commercial fishing for, landing of, or sale of five species of sharks; establish a recreational catch-and-release only fishery for white sharks; prohibit filleting of sharks at sea; and refers to the requirement for species-specific identification by all owners or operators, dealers, and tournament operators of all sharks landed under the framework provisions of the FMP. This rule is intended to reduce effective fishing mortality, stabilize the large coastal shark population, facilitate enforcement, and improve management of Atlantic shark resources.
