Fisheries off West Coast States and in the Western Pacific; Pacific Coast Groundfish Fishery; Final 1999 ABC, OY, and Tribal and Nontribal Allocations for Pacific Whiting

NMFS publishes a final rule to announce the 1999 optimum yield (OY) specification (formerly called ``harvest guideline'') for Pacific whiting (whiting) harvested off Washington, Oregon, and California, and announces allocation of a portion of the OY to Washington coastal tribal fisheries. This rule is intended to accommodate the Washington coastal treaty tribes' rights to Pacific whiting and to provide equitable allocation of the whiting resource, and promoting the goals and objectives of the Pacific Coast Groundfish Fishery Management Plan (FMP).
