NMFS issues a final rule that amends regulations implementing the License Limitation Program (LLP) by adding an application process and a transfer process for LLP licenses. This action is necessary to complete final implementation of the LLP, and is intended to further the objectives of the Fishery Management Plan (FMP) for the Groundfish Fishery of the Bering Sea and Aleutian Islands Area, the FMP for Groundfish of the Gulf of Alaska, and the FMP for the Commercial King and Tanner Crab Fisheries in the Bering Sea/Aleutian Islands.
