Flexible Funding Model- FSMA Human Foods Preventive Controls Implementation Expansion
Supplement to RFA-FD-18-001
Project Summary
This strategic plan outlines the Washington Department of Agriculture’s (WSDA) multi-year strategy to
promote compliance with the Current Good Manufacturing Practice, Hazard Analysis, and Risk based
Preventive Controls for Human Food (PCHF) regulation. The intent is to expand our ability to implement
the PCHF Rule which advances efforts for a nationally integrated food safety system by encouraging the
safe manufacturing and processing of food and promoting understanding and compliance with the
requirements of the PCHF Rule. This proposal explains how we intend to increase the number of staff
that are proficiently trained to independently perform high quality full scope PCHF inspections. A
related component is the development of auditors to effectively review the full scope PCHF inspection
performance skills of these inspectors. We seek to assist industry through outreach to aid their
understanding of the PCHF expectations and support them to successfully develop PCHF compliant food
safety manufacturing and monitoring systems.
We also recognize the importance of mutual reliance and seek to expand our new database while it is
still being developed to allow it to communicate with FDA. This enhanced electronic communication
and meetings about cooperative enforcement will support FDA’s overall goals of food safety, mutual
cooperation and efficient work planning while supporting the Food Safety and Consumer Service’s
mission to promote food integrity, safety and availability.
