## Abstract

New Jersey Food Testing Program - Food Safety and Defense (2020-2025): Administrative Core 
Abstract 
The New Jersey Department of Health (NJDOH) Public Health and Environmental Laboratories (PHEL) is 
proposing the New Jersey Food Testing Program (NJFTP) as part of the U.S. Food and Drug Administration’s 
(FDA) cooperative agreement to improve the food testing capabilities and capacity for NJ and to enhance rapid 
and surge response to any foodborne outbreaks or contaminations. As part of NJFTP organizational structure, 
the NJFTP Administrative Core (AC) will provide oversight, coordination, and support to the NJFTP initiatives. 
Specifically, the AC will: 1) lead on strategic planning and management of NJFTP activities, 2) facilitate 
communication between NJFTP food testing laboratories and the funding agency, the FDA, 3) oversee the 
testing laboratory and administrative workflow, 4) serve as a liaison between the NJFTP and the FDA, 5) provide 
budgetary management, and 6) participate and promote NJFTP outreach activities. 
To achieve these administrative project goals, the AC is overseen by two principal investigators (PIs): Dr. 
Thomas Kirn, Public Health Laboratory Services (PHLS) Director and Dr. Zhi-Hua (Tina) Fan, Environmental 
and Chemical Laboratory Services (ECLS) Director. The AC is further guided by two committees: 1) External 
Advisory Committee (EAC) and 2) Internal Executive Committee (IEC). The EAC will provide scientific guidance 
and future direction. The IEC will provide resources and solutions to address challenges. The AC will coordinate 
with the administrative infrastructure and resources within PHEL, including Sample Receiving (SR), Data 
Administration (DA), and General Administration to seamlessly support the NJFTP activities. 
AC leadership will rely upon their demonstrated project management abilities and experiences gained from other 
significant cooperative agreements, including the 2015-2020 Food Safety and Inspection Service-Food 
Emergency Response Network agreement. The overarching and functional organization structure described 
here in combination with PHEL’s established project management capability will ensure the proposed project 
goals will be achieved and results will be delivered in a timely manner.
