Abstract
Scientific progress is impeded when researchers lack the knowledge and skills to engage in effective data
management, reproducible research practices, and meaningful data sharing. A growing number of librarians
are providing support for best practices in data management and data science, but there is still tremendous
untapped potential across the library community. The Network of the National Library of Medicine (NNLM)
Center for Data Science and Delivery of Data Services (NCDS) will coordinate national efforts to provide
training and resources to increase capacity among librarians to support two of the National Library of
Medicine’s strategic goals: 1) accelerate discovery and advance health by providing the tools for data-driven
research, and 2) build a workforce for data-driven research and health. The NCDS team brings a broad set
of data skills to this undertaking, as well as experience in successful development of institutional data
support and in developing resources for, training, and mentoring librarians on the national level. The NCDS
will work collaboratively with the NNLM’s Regional Medical Libraries, Offices and Centers (ROCs), draw
upon extensive connections with national data organizations to increase outreach and partner on
programming, and assemble an external advisory board with expertise in clinical informatics, bioinformatics,
community engagement, machine learning, data ethics, and open science to solicit feedback on our efforts
and to maintain awareness of a breadth of current data issues. The NCDS will partner with the National
Evaluation Center (NEC) to better understand the needs of the communities we are serving, ensure that
training, resources, and support are designed and delivered in ways that meet those needs, generate
information on best practices, and evaluate the achievement of the program aims. The proposed education
programs will emphasize careful curation of existing content over “reinventing the wheel” in order to build
resources such as an online Data Roadmap for self-directed learning and a repository of curricular
resources. The NCDS will also focus on support for knowledge application and consolidation, offering
courses with coaching to assist in bringing knowledge into practice and training in coding followed by
codeathons to consolidate knowledge. Other programming will include a series of unconferences to support
community building and development of resources. We will develop a pipeline program to provide data
librarianship internships to Library and Information Science and college students from communities currently
underrepresented in the profession. The NCDS will take advantage of multiple channels to communicate,
including website, blogs, and social media, as well as collaborating with the ROCs and external partner
