## Abstract

Task 1: Program Management and Project Management  

For the remainder of Option Year 4 (9/23/2022 – 4/22/2022), the tasks below (Task 1) shall focus exclusively on the OneStream Pilot project and not include any other projects in the ITAC or NHLBI portfolio.  The Offeror may be requested to provide historical information to senior managers on previously supported programs on an ad hoc and limited basis. 

 

Facilitate the effective management and delivery of innovative and adaptable technology 

solutions by collaborating with business partners and colleagues 

Gain an understanding of the business, processes, and stakeholders and aligns that understanding to the NHLBI mission 

Support Federal Solution Delivery Managers (SDM), NHLBI’s IT Project Managers, Contracting Officer’s Representatives (COR), and ITAC Managers 

Provide oversight of the efforts and resources across multiple NHLBI/ITAC program areas 

Manage Systems Development Lifecycle (SDLC) solutions delivery processes, including Agile (Scrum and Kanban), Test-Driven Development (TDD), Continuous Integration (CI), Continuous Deliver (CD), and DevOps 

Manage risks and issues in accordance with ITAC guidance 

Utilize PM tools, such as Innotas and Jira, in accordance with ITAC guidance 

Evaluate deliverables and make recommendations to Federal staff for acceptance of systems 

Provide support to Federal and contractor staff to establish effective ITAC Program communications 

Identify and translate between functional and technical requirements 

Possess knowledge of enterprise IT, including Cloud computing, virtual desktops, and systems engineering, including systems development life cycle and testing 

Support efforts to integrate disparate systems 

Identify potential interoperability or compatibility issues 

Communicate with technical and non-technical audiences, effectively 

Provide SME support for implementation of integrated solutions that support the 

end-to-end grants lifecycle including 

Provide SME support for the integration of NHLBI grants systems with NIH 

systems in order to eliminate duplicate data entry and reduce overall administrative burden 

Perform the duties of a Project Manager and Subject Matter Expert (SME) for Scientific Computing 

Provide SME support for implementation of systems to support the Division of Intramural Research including scientific and clinical research databases and tools 

Perform the duties of a Project Manager and Subject Matter Expert on Scientific and Administrative Analytics related programs, processes, and systems 

Utilize technical expertise in areas such as: 

Identify and translate between functional and technical requirements 

Possess knowledge of enterprise IT, including Cloud computing, virtual desktops, and systems engineering, including systems development life cycle and testing 

Support efforts to integrate disparate systems 

Identify potential interoperability or compatibility issues
