Products and services shall be provided in the framework of NHLBI's Digital Strategy. The Digital Strategy is an actionable plan for efficiently and effectively enhancing NHLBI's digital or “mobile-first” efforts to improve communications and digital engagement with internal and external audiences, while ensuring that these efforts are aligned with the NHLBI mission, vision, and priorities. NHLBI audience and user research shall be used across the NHLBI communications enterprise to support the implementation of the strategy. The strategy applies to multiple digital platforms, including the NHLBI website; social media applications (Facebook, Twitter, LinkedIn, Instagram, and YouTube), and content notification and distribution channels, such as email newsletters, mobile applications (apps), and digital communications services that offer subscribers free e-mail alerts about Institute news, funding opportunities, policies, and other announcements. Garnering input from across OSPEEC, the contractor will develop, provide, and execute a plan for audience analyses and digital strategy evaluations that are based on data it collects from various data collection tools. The plan will yield a comprehensive picture of performance of OSPEEC’s digital strategy and coordination and identify the elements that contribute to the success of its strategy.
