Abstract

The National Heart Lung and Blood Institute’s (NHLBI) Information Technology and Applications Center (ITAC) guides and supports the NHLBI administrative and scientific staff in the development and effective use of IT applications and services, it collaborates with other NHLBI Divisions, Offices, and Centers to identify IT needs, and to evaluate and implement IT solutions to meet those needs; and it studies, evaluates, and tests new technologies, hardware, software, and information systems. The NHLBI funds approximately three billion dollars of external and internal scientific research annually. Decisions on how to best apportion this funding are critical in shaping the near- and long-term impact of research. Scientific Review (SR) and Scientific Portfolio Analysis (SPA) provide the ability to determine the research areas to be funded, how much funding should be allocated to each, and identify strategic priorities. NHLBI Staff require access to advanced IT systems/technologies and the most current information to make data driven decisions to answer these questions and facilitate optimal program management and oversight. Access to these tools and information will support the coding and analysis of the Institutes’ research portfolio, better enabling the linkage to research outcomes. These research outcomes include: patents, medical devices and drug development; as well as contextualizing NHLBI’s portfolio against the state of both national and international research activities. NHLBI’s Scientific Review Office and Referral Office staff conduct reviews on the initial scientific merit of program project research grants, multi-center clinical trials grants, training grants, research and development contracts, and research center proposals. In order to perform this function effectively, tools are required to identify and assign the best qualified reviewers to participate in the peer review process who also do not have any conflicts of interest related to the material under review. Similarly, NHLBI’s Program Office Staff utilize numerous systems and visualization tools for coding, data gathering, data analysis, and outcome assessments (publications, publication impact, patents, clinical trials, guidance, policies, etc.) to enable NHLBI leadership to identify the benefits and relevance of NHLBI-funded research. NHLBI requires a comprehensive capability to perform the appropriate scientific analysis in order to make scientifically supported resource allocation decisions.
