## Abstract

This final rule amends our regulations on the organization and procedures of the Appeals Council to authorize Appeals Officers, as well as members of the Appeals Council, to deny a request for review of a decision by an Administrative Law Judge (ALJ) in cases in which denying the request for review gives the parties to the ALJ decision a right to seek judicial review of that decision.
