Abstract
This final rule amends the regulations of the Department of Health and Human Services (HHS) governing the administration of block grant programs; it applies specifically to the low-income home energy assistance program (LIHEAP). The rule revises, and makes final, provisions included in an interim final rule that amended the block grant regulations and implemented certain changes to the LIHEAP statute made by the Augustus F. Hawkins Human Services Reauthorization Act of 1990. These changes involve the Department's response to complaints, reduction in the percent of LIHEAP funds that grantees may carry forward from one fiscal year to the next, waiver authority to increase the percent of LIHEAP funds that grantees may use for weatherization, a requirement for additional outreach and intake services under certain circumstances, and a leveraging incentive program. This final rule also makes several related, largely technical and conforming, amendments to the block grant regulations.
