## Abstract

This final rule amends existing regulations concerning comprehensive child and family services under titles IV-B (Child Welfare Services) and IV-E (Federal Payments for Foster Care and Adoption Assistance) of the Social Security Act. The rule, prepared in response to the enactment of the Family Preservation and Support Services Act in 1993, provides direction to the States and eligible Indian Tribes in accomplishing two goals: establishing comprehensive community-based family support programs and short-term crisis- intervention family preservation programs, and working across the child and family services system to design a continuum of services responsive to the diverse needs of families and children.
