Abstract
This final rule amends the HHS grants administration regulations to incorporate changes resulting from comments received in response to the publication of an interim rule implementing Office of Management and Budget (OMB) Circular A-110 on August 25, 1994. The revision of Section 74.1(a)(3), which applies this rule to the entitlement programs, remains an interim final rule until permanent policies are developed for these programs.
