Abstract
These regulations establish, as a Medicare benefit, outpatient services furnished by a Federally Qualified Health Center (FQHC) and establish requirements for coverage and payment of FQHC services. An FQHC is one of the following: An entity that is receiving a grant under section 329, 330, or 340 of the Public Health Service (PHS) Act; a non- grant receiving entity that is determined by the Secretary to meet the PHS Act requirements for receiving a grant; certain native American health centers; and certain facilities that have previously been identified as Federally funded health centers. These regulations implement certain provisions of the Omnibus Budget Reconciliation Act of 1990 and the Omnibus Budget Reconciliation Act of 1993.
