Abstract
In response to a recommendation by the National Performance Review, this final revision to the grants management common rule, ``Uniform Administrative Requirements for Grants and Cooperative Agreements to State and Local Governments,'' originally issued in the March 11, 1988, Federal Register, raises the dollar threshold for simplified procedures for small purchases (simplified acquisition threshold) by State and local grantees. The agencies' common rule provides uniform fiscal and administrative requirements applicable to all types of grants and cooperative agreements to State and local governments.
