The Board is publishing a final rule to amend Regulation E, which implements the Electronic Fund Transfer Act. The amendments are a result of the Board's review of Regulation E under its Regulatory Planning and Review Program, which calls for the periodic review of all Board regulations. The final rule contains some substantive amendments, including changes to the existing exemptions for securities or commodities transfers. Primarily, the final amendments simplify the language and format of the regulation, and delete obsolete provisions. Commenters generally supported the Board's proposed amendments and offered suggestions for additional changes, some of which were adopted in the final rule. In conjunction with the amendments to the regulation, the Board also has made amendments to the staff commentary, published elsewhere in today's Federal Register.
