In response to President Clinton's government-wide regulatory reform initiative, the Small Business Administration (SBA) has completed a page-by-page, line-by-line review of all of its existing regulations to determine which might be revised or eliminated. This final rule essentially reorganizes all but two of the regulations pertaining to procedures before the Office of Hearings and Appeals (OHA) and consolidates them into one part. In addition, the rule clarifies, simplifies, and significantly shortens those regulations. A number of substantive changes are also made.
