In response to President Clinton's government-wide regulatory reform initiative, the Small Business Administration (SBA) has completed a page-by-page, line-by-line review of all of its existing regulations to determine which might be revised or eliminated. This rule renumbers, reorganizes, condenses and rewrites in plain language the existing regulation implementing the ``Program Fraud Civil Remedies Act of 1986''. The goal of the plain language style is to eliminate redundancies, ambiguities and cumbersome wording. The goal of the reorganization and revision is to make this part consistent in practice and procedure with other parts of this title and to clarify requirements under this regulation and applicable statutes of the United States.
