The Small Business Administration (SBA) is amending its regulations to address contract bundling due to changes set forth in the Small Business Reauthorization Act of 1997 (Pub. L. 105-135, 111 Stat. 2617). In addition, this rule restates SBA's current authority to appeal to the head of a procuring agency decisions made by the agency that SBA believes to adversely affect small businesses.
