Abstract
We are superseding portions of Pennsylvania's Bituminous Mine Subsidence and Land Conservation Act (BMSLCA) to the extent that they are inconsistent with the requirements of the Surface Mining Control and Reclamation Act of 1977 (SMCRA or the Act).
