Abstract
OSM is approving a proposed amendment to the Illinois regulatory program (hereinafter referred to as the ``Illinois program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Illinois proposed to merge the Illinois Department of Mines and Minerals into the newly created Illinois Department of Natural Resources. The amendment is intended to improve operational efficiency.
