Abstract
OSM is approving a proposed amendment to the Illinois abandoned mine land reclamation plane (hereinafter referred to as the ``Illinois plan'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Illinois proposed to merge the Abandoned Mined Lands Reclamation Council (Council) into the newly created Department of Natural Resources, Office of Mines and Minerals. The amendment is intended to improve operational efficiency and provide formal notification of this pending reorganization.
