Abstract
OSM is approving an amendment to the West Virginia permanent regulatory program under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The amendment concerns West Virginia's regulations for the design and construction of durable rock fills. The amendment will revise the West Virginia program to be consistent with SMCRA and the Federal regulations.
