Abstract
OSM is approving a proposed amendment to the Utah permanent regulatory program (hereinafter referred to as the ``Utah program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Utah proposed revisions to its rules pertaining to normal husbandry practices and the Utah ``Vegetation Information Guidelines.'' The amendment is intended to revise the Utah program to improve operational efficiency.
