## Abstract

OSM is announcing its decision not to approve a proposed amendment to the Texas regulatory program (hereinafter referred to as the ``Texas program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Texas proposed a revision to its rules pertaining to surface mining permit applications--minimum requirements for information on environmental resources: cross sections, maps, and plans. The amendment was intended to allow professional biologists to prepare and certify cross sections, maps, and plans that are included as part of the permit application.
