Abstract
OSM is approving a proposed amendment to the Indiana regulatory program (hereinafter referred to as the ``Indiana program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Indiana proposed revisions to the Indiana Surface Mining rules pertaining to the procedures for the application and renewal or blaster certification. The amendment is [[Page 13039]] intended to revise language which was inadvertently repealed.
