Abstract
OSM is approving a proposed amendment to the Oklahoma regulatory program (hereinafter referred to as the ``Oklahoma program'') under the Surface Mining Control and Reclamation Act of 1977 (30 U.S.C. 1201 et seq.). (SMCRA). The proposed amendment consists of revisions to Oklahoma's coal mining rules concerning its Small Operator Assistance Program (SOAP). The amendment revises the Oklahoma program to be consistent with SMCRA and the corresponding Federal regulation.
