## Abstract

OSM is approving a proposed amendment to the Utah permanent regulatory program (hereinafter referred to as the ``Utah program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA, 30 U.S.C. 1201 et seq.). Utah proposed revisions to its rules pertaining to the confidentiality of coal exploration information. The amendment is intended to revise the Utah program to be consistent with the corresponding Federal regulations.
