## Abstract

OSM is approving a proposed amendment to the Oklahoma regulatory program (hereinafter referred to as the ``Oklahoma program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The proposed amendment consists of recodification of Oklahoma's coal mining rules and revisions to the rules pertaining to hydrologic balance requirements for siltation structures, sedimentation pond storage volume, subsidence control and public notice, road systems, protection of underground [[Page 16048]] mining, and soil removal, stockpiling, and replacement requirements for prime farmland. Oklahoma submitted the amendment with the intent of revising its rules to be consistent with the corresponding Federal regulations, clarifying ambiguities, and improving operational efficiency.
