## Abstract

OSM is approving a proposed amendment to the Indiana regulatory program (hereinafter referred to as the ``Indiana program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Indiana proposed revisions to the Indiana Surface Coal Mining rules pertaining to the backfilling and grading of surface coal mining and reclamation operations. The amendment is intended to provide additional safeguards and clarify ambiguities.
