## Abstract

The Bureau of Indian Affairs (Bureau) is establishing regulations to ensure that all Bureau and tribal entities that receive Federal funding for the operation, maintenance, design and construction, or renovation of detention facilities are operated and maintained in a constitutionally sound manner and comply with the Indian Law Enforcement Reform Act of 1990, Public Law 101-379 (25 U.S.C. 2801 et seq.). These regulations define the policies, standards and guidelines for detention and rehabilitation programs within Indian country.
