## Abstract

The Secretary of the Interior is announcing the removal of a condition of program approval imposed during the May 20, 1982 (47 FR 22030), conditional approval of the Alabama regulatory program (hereinafter referred to as the ``Alabama program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The program condition pertains to the disposal of excess spoil on abandoned surface mined areas.
