## Abstract

OSM is approving a proposed amendment to the Oklahoma regulatory program (hereinafter referred to as the ``Oklahoma program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Oklahoma proposed to recodify and reinstate regulations pertaining to an exemption for coal extraction incidental to government-financed or other construction. The amendment is intended to revise the Oklahoma program to be consistent with the corresponding Federal regulations.
