Abstract
OSM is approving a proposed amendment to the Wyoming regulatory program (hereinafter, the ``Wyoming program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The proposed amendment consists of the revision of statutory provisions pertaining to research and development testing licenses for coal in situ processing operations. The amendment was intended to revise the Wyoming program to be consistent with SMCRA and the corresponding Federal regulations.
