## Abstract

OSM is announcing approval of a proposed amendment to the Utah regulatory program (hereinafter, the ``Utah program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). The proposed amendment consists of revisions to rules pertaining to petitions to initiate rulemaking, and backfilling and grading and highwall retention. The amendment revises the Utah program to be consistent with the corresponding Federal regulations.
