Abstract
The Office of Surface Mining Reclamation and Enforcement (OSM) is approving, with certain exceptions and additional requirements, a proposed amendment to the Wyoming Abandoned Mine Land Reclamation (AMLR) plan (hereinafter referred to as the ``Wyoming plan'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Wyoming is revising and adding statutes pertaining to noncoal lien authority and contractor eligibility. The amendment revises the Wyoming plan to be consistent with SMCRA, to incorporate the additional flexibility afforded by the revised Federal regulations, and to improve operational efficiency.
