## Abstract

OSM is approving, with certain exceptions, a proposed amendment to the Texas regulatory program and abandoned mine land reclamation plan (hereinafter referred to as the ``Texas program'') under the Surface Mining Control and Reclamation Act of 1977 (SMCRA). Texas is proposing to recodify the Texas Surface Coal Mining and Reclamation Act. Texas intends to reclassify and rearrange its statutes into a format that will accommodate further expansion of the law and to eliminate repealed, invalid, and duplicated provisions in order to make the statutes more understandable and usable without altering the meaning or effect of the law.
