## Abstract

The Governor of the Commonwealth of Kentucky and the Secretary of the Department of the Interior (Secretary) are entering into a cooperative agreement between the Department of the Interior and the Commonwealth of Kentucky for the regulation of surface coal mining and reclamation operations on Federal lands within Kentucky. The cooperative agreement provides for the regulation of surface coal mining and reclamation operations on Federal lands in Kentucky under the permanent regulatory program. The cooperative agreement is authorized by section 523(c) of the Surface Mining Control and Reclamation Act of 1977 (SMCRA).
