Migratory Bird Hunting: Regulations Regarding Baiting and Baited Areas

We, the U.S. Fish and Wildlife Service, amend the baiting regulations that apply to any person taking migratory game birds in the United States and/or preparing areas where migratory game birds are hunted. We include new definitions for ``baiting,'' ``baited areas,'' ``normal agricultural planting, harvesting, and post-harvest manipulation'', ``normal agricultural operation,'' ``normal soil stabilization practice,'' ``natural vegetation'' and ``manipulation,'' and use these terms to identify allowable hunting methods.
