## Abstract

This final rule amends regulations that specify how States review Exploration Plans (EP) and Development and Production Plans (DPP) for coastal zone consistency. The amended regulation clarifies that a State coastal zone consistency review occurs under the authority of the National Oceanic and Atmospheric Administration (NOAA) regulations and that when MMS prepares a DPP environmental impact statement (EIS), we will give the draft EIS to those States requiring the draft EIS as necessary information to conduct a DPP consistency review.
